Mark Enverga and Agnes Devanadera Disqualified
Mark Enverga and former Justice Secretary Agnes Devanadera had been disqualified as Congressional Candidate for the 1st District of Quezon Province. As a result of this Amang Greg Cabigan who is running under the Philippine Green Republican Party (PGRP) and Magdalo is a sure winner.
Cabigan related that Enverga admitted that he was not a resident of the first district of Quezon province when Enverga wrote on his certificate of candidacy that his address is in Brgy. Ibabang Dupay in Lucena City, which is part of the 2nd district of Quezon Province. Cabigan cited that it was former Justice Sec. Alice Devanadera's lawyer Makalintal Romulo who discovered that Enverga has been a resident of Lucena City since 2007.
“ Ang pagiging residente ng distrito kung saan ang isang tao ay kumandidato bilang Kongresista ay requirement ng saligang batas” (Being a resident of the district where a candidate is running is a clear Constitutional requirement), Greg Cabigan stated.
In the case of former Justice Sec. Devanadera, it was orginally Devanadera's sister Elizabeth Torres-Suarez who filed the certificate of candidacy to run as congressman in the 1st district of Quezon Province. There was a substitution in candidates in December 12,2009, and Devanadera run in place of her sister Torres-Suarez who did not sign the Comelec certificate of nomination and acceptance as candidate.
“Tuwirang inamin ni Elizabeth Torres-Suarez na hindi siya pumirma sa certificate of nomination and acceptance sa Comelec sa pagkakandidato bilang Kongresista. Kaya hindi siya puedeng palitan ng kahit sinuman. Si Devanadera hindi tunay na kandidato ng 1st district.” (Elizabeth Torres-Suarez admitted that she never signed here Certificate of Candidacy therefore she cannot be replaced by Devanadera),Cabigan explained.
“Buksan na po natin ang ating kaisipan. Hahayaan po ba natin na patuloy tayong paglaruan ng mga politikong pareho namang disqualified? Ang tunay na congressman sa unang distrito ng Quezon, dapat dala ang tunay na pagbabago para sa progresibong bayan. Sa mga dokumentong ito, Dios na ang humahatol.” (Let us open our eyes. Should we continue to be toyed by politicians who are both disqualified. The real candidate for the 1st District of Quezon should carry the change needed. In these documents God has already decided.) declared Cabigan.
Nicanor Perlas sent this message, “ I totally support the congressional candidacy of Amang Greg Cabigan in the 1st District of Quezon Province. We need new blood in the government and Amang Greg is one of those espousing new politics.”

The first district of Quezon Province covers 13 towns that include Real, Infanta, Nakar, Polilio, Panukulan, Bordeos, Patnanungan, Jomalig, Mauban, Lucban, Pagbilao,Tayabas and Sampaloc.
