President Noynoy Aquino Can Cap GOCC Execs Salaries

MANILA, PHILIPPINES:  Sen. Francis Pangilinan said that congressional Joint Resolution 4 or the Salary Standardization Law 3, which was passed in 2009 gives the President the power to modify and approve the compensation package of all government employees including executives of GOCCs.

“This being the case, the President could instruct these... government entities to reduce their respective pay scales and compensation packages and place them in levels that are neither unconscionable nor excessive,” Pangilinan said.

“All the President has to do is instruct the Department of Budget and Management to make its recommendations and on the basis of this recommendation, he can then slash all excessive salaries and allowances as he deems fit,” he added.
